The TB3 Foundation was established by the family and loved ones of Troy Bartley in April 2025 to honor his memory and advance the sport he loved. Troy played as one of the nation’s premiere tighthead props (#3 position and jersey number) earning numerous accolades and achievements during a rugby career that spanned 30 years.

Troy had a successful collegiate career at Penn State University and continued afterward in the nation’s Super League playing for San Francisco Old Blue and winning multiple championships with Northern Virginia (NOVA) and the New York Athletic Club (NYAC). 

Beyond his playing success, Troy’s passion for the sport seemed limitless and inspired others to lock arms and scrum together. Without measure, ‘Coach Troy’ (as his youth players fondly referred to him) was happiest seeing future generations benefit from the culture, life lessons, camaraderie, and the sense of belonging and selflessness the sport instills in those who participate.

The TB3 Foundation was created to carry forward Troy’s passion for excellence, leadership, and relentless drive. Through supporting youth rugby programs, awarding scholarships to promising scholar-athletes, and funding critical research into CTE and trauma injuries, we honor Troy’s enduring spirit — building a brighter, safer future for the rugby community he loved so deeply.

Our Mission & Purpose

To advance rugby football in our local communities by creating partnerships that assist athletes of all ages to experience being on the pitch, to overcome barriers of availability and accessibility of the sport, and to receive the necessary care and treatment that keeps dedicated ‘ruggers’ in the game.

In support of our mission, donations and funds raised by the TB3 Foundation are dedicated toward furthering youth and amateur rugby programs by:

  • Alleviating financial constraints of organizations, teams, and players

  • Leveling participation and program advancement hurdles such as equipment availability

  • Providing scholarships and financial aid opportunities for rugby scholar-athletes

  • Investing in the care, mental and physical health, and overall wellness of rugby athletes

  • Delivering grants and/or financial support to leading CTE and repeat trauma research organizations
